Fix PyTorch backend compatibility gaps

Summary

• make PyTorch where promote scalar and tensor arguments onto a shared dtype/device
• accept NumPy-style tol, rtol, and atol arguments in PyTorch matrix_rank
• mark PyTorch weighted choice without replacement as supported in backend capability docs and support matrix
