Add PyTorch arg reduction backend wrapper

Summary

• wrap PyTorch argmin/argmax with NumPy-style axis/keepdims keyword support
• handle PyTorch boolean tensors before arg reductions
• add a backend portability regression for axis, dim, keepdims, and boolean reductions
