Validate PyTorch random size arguments

Summary

• add a shared PyTorch random-backend size parser matching the JAX backend contract
• reject boolean, non-integral, string, and negative dimensions before they are passed to PyTorch
• add direct PyTorch random-backend tests for invalid sizes and scalar-size preservation

Testing

• Not run locally; changes are covered by the new pytest module and CI.
