Update timer task to apply scheduled maintenance to instances migrated to starter

Description

Teams can be converted between Team Types, if the new Team Type has mandated scheduled maintenance this is not currently applied to the existing Hosted Instances.

This task is to update the timer task to apply the maintenance rules to any instances that are part of any teams that
