Scheduled Maintenance should jump to latest stack

Description

Current Scheduled Maintenance task only increments one stack version at a time, rather than jumping to the latest version.

This leads to repeated restarts to get to the latest version, the task should jump to the latest in the chain in one go

This also impacts the manual upgrade, which also only moves one hop at a time from the instance settings ui
