fixes #4602 This allows teams that have ended trials to reduce the membership count allowing them to change to a small team type.

Looking good, behaves as expected.
Made one quick change to hide the members cta from the main menu if the team trial expired.
Keeping an eye on tests, will merge when they pass

Description
This allows teams that have ended trials to reduce the membership count allowing them to change to a small team type.
It re-enables the Team -> Memebers menu item, but only the members list (not invites)
It also only allows removing members
