Adds the first use-case content page (Production Monitoring & OEE) on top of the Use Cases structure. Placeholder copy from the _template, no client names, no real numbers, no attributed quotes. Targets feat/use-cases-structure. First of a series of per-pattern content PRs to be filled with sales material.
