feat: 细化issue例子(#17)
Refactored ci.yml to conditionally build and deploy only when relevant files change, and added checks to skip deployments if no content changes are detected. Improved release.yml with better versioning and release note formatting. Introduced sync-templates.yml workflow to automatically sync issue templates from a remote repository.
