Describe the bug

Plugging in a HDMI cable into the HDMI Peripheral module doesn't display any video. Plugging in a dock to one of the Type-C Peripheral modules passes through the USB devices, but won't output video.

Steps To Reproduce

Steps to reproduce the behavior:

1. Power on laptop while docked.
2. Boot into OS
3. Observe no video
4. Unplug video device and plug back in, still no video

Expected behavior

Video output will extend or mirror to the display device.

Additional context

Workaround: Power off laptop entirely. Ensure devices are unplugged. Power laptop back up. Plug in dock or HDMI, Video works.
