Fred TV for Apple TV - Community Crowdfunding?

Hello - I would like to help fund an Apple TV port of the Fred TV app. Would it be possible to run this similar to how Monero does Community Crowdfunding? IE - the work is contingent on receiving a specified funding amount, but there's also a timeline/date that is linked to this.
