1.2-rc (Pre-Release): Time offset functionality

This update includes functionality to set an offset for the plugin. This functionality can be controlled in the plugins config.yml. This functionality may be used in special situations like dealing with timezones or summer/winter time.

This is an update from a preview branch. The attached jar should - in theory - not contain any bugs.
