Aligns Virtuoso footer spacer and scroll-to-latest overlay with measured ChatInput drop-zone height so bottom gap stays consistent when input is collapsed vs active. Extracts shared layout constants in \ lowChatScrollLayout.ts\ and excludes input-stack footer from content-height shrink/grow compensation.
