Stabilize Deep Review recovery and capacity waits

Summary

• Rebase yanzhn/deep onto latest upstream main (7a192ea0) and consolidate the branch into one commit.
• Harden Deep Review capacity queue handling so queued reviewers can resume when capacity frees and transient provider capacity waits are surfaced more clearly.
• Improve Deep Review recovery/result handoff so completed structured review results are not lost after frontend state drift, and action-bar metadata is persisted with complete session metadata.
• Tighten locale-only review targeting for Deep Review reviewer prompts.
