- replace legacy global subagent enabled flags with parent-agent aware override resolution
- separate subagent availability from custom subagent model config across core, desktop, and server APIs
- add manageable subagent queries and update flows for builtin, user, and project subagents
- redesign the agents scene capability panel to edit tools, skills, and subagents in a unified tabbed UI
- remove obsolete enabled-state badges, toggles, and config fields tied to the old subagent model
