fix(ci): create release after desktop packaging

Summary

• create the version tag on version bump instead of immediately publishing a GitHub Release
• dispatch the desktop package workflow for the new tag with release upload enabled
• let the desktop package workflow create the release only after artifacts and updater manifest verification pass
