[Feature] Support 2-phase gas-water systems in TableRelativePermeability #1483

What is the requested feature?
TableRelativePermeability model requires oil phase to always be present, which doesn't bode well for CO2-brine systems.

Describe the solution you'd like
It should be fairly straightforward to allow specifying two-phase gas-water tables via another attribute, gasWaterRelPermTableNames, only allowed when oil phase is not present in the model.
Describe alternatives you've considered
Creating a separate relperm model to handle this case seems like an overkill.
