Remove XML and XMLTime classes from pygeos-tools and use geos-xml-tools instead

pygeos-tools contains its own XML handling tools featuring a XML class and a XMLTime class to read and populate the Solver classes of pygeos-tools.

The classes can be removed by using geos-xml-tools XML handling and by refactoring some of the scripts inside Solver  main class to extract all the necessary data for pygeos.
