Initial release of v12 Radiation

[mathomp4]

This is a new major release of GEOSradiation_GridComp.

This release represents the code as developed for GEOSgcm v12 in the feature/sdrabenh/gcm_v12 branch. This is very non-zero-diff to GEOSradiation_GridComp v11.

We up the major version to denote to developers that this is very different and should be taken with other v12-related releases en masse.
