Gitlab allows us to describe these phases separately, allowing for a cleaner configuration.
This adds some traceability back to the code that built a binary.
There is an issue currently with the debug build. Until it's resolved we will not run it as part of every pipeline.

This modifies the GitLab CI configuration to ensure it properly builds and packages the Release build.
