Update extraction job to utilize new table structure

In this ticket, we need to update the press release extraction pipeline to leverage the new database tables.

Acceptance Criteria

1. The extraction job can be executed for at least 1 agency
2. The extraction job stores extracted goals and objectives according to the new database schema
3. The extraction job stores extracted wins and matched objectives according to the new database schema
