The open.gsa.gov website was intended to meet these goals:

  • increase transparency and dialogue about GSA open technology
  • highlight availability of GSA open source code and data
  • meet the requirements of the presidential decrees

We have observed that the open.gsa.gov website isn’t:

  • engaging audiences, and therefore is not inspiring dialogue
  • explaining and providing information about the GSA open data and source code requirements in a way that is both understandable to a non-specialist audience and meets the appropriate regulations

which is causing these adverse effects:

  • this website is at risk of being irrelevant (not reaching target audiences)
