Bump RFG to 1.3.21, which fixes issues extracting natives on Windows if you're already running the game. Also switched the mixin code to use RFG builtins to simplify the buildscript a bit. Gradle updated to 8.2.1 from 8.1.1.

Tested on hodgepodge and thaumcraft research tweaks (kotlin mixins)
