Try to set ip address in the command using +ip

Found that exec cs: not a .cfg or .rc file is caused by +servercfgfile ${servercfg}. After investigation found that this line is not required at all and can be removed from all GoldSrc Servers.

@summitsingh is correct. The server is binded to localhost and not an IP address
