NVIDIA custom flip event manifest not deployed with service

After a reinstall of Win 10 dev machine, noticed assert tripping in Debug because event payload not found with Tdh. OPM embeds manifest in exe loads at runtime. Service lacks this. May have never noticed because it requires 1) dev running service Debug 2) running on NV hardware 3) manifest not installed globally. Suspect prior Win 10 env had manifest globally installed.

Consider in future replacing the assert() lines with more robust reporting that can report even in release builds. Also consider wider coverage of hardware configs when running debug, with realtime trace coverage.
