Summary

add a homepage fallback meter path for non-official, non-PPChat accounts with generic usage percentages
keep official and PPChat card rendering priority unchanged
add a regression test covering lua-driven third-party account progress windows

Test Plan

npm --prefix frontend test -- src/features/accounts/AccountsPage.test.tsx
npm --prefix frontend run build
