docs: add dedicated Access control raw events page Split the AccessControlRawEventQuery guidance out of the ReportManager page into its own page: the AccessManagerEventStream prerequisite (no restart required), event time vs insertion time, position-based paging, and per-Access-Manager querying including the silent-skip behavior when StartingAfterIndexes omits an Access Manager. The ReportManager section is now a stub linking to the new page, and the sidebar links it under the Platform SDK report topics. Code example compile-verified.
