The default GITHUB_TOKEN can't create PRs (org policy) and TECHAPI_TOKEN isn't a TechAPI secret, so the PR step failed after promoting. Prefer ENGINE_TOKEN (a PAT present on this repo). Refs #1

The promote run worked but the PR step failed: GITHUB_TOKEN can't create PRs and TECHAPI_TOKEN isn't a TechAPI secret. Use ENGINE_TOKEN. Refs #1
