In this PR I have:

  • Removed flake8 and it's accompanying setup.py and setup.cfg files
  • Migrated everything fully over to uv, using ruff in place of flake8
  • Updated both the tests and publish workflows to support this new world we're living in
  • Bumped some of the actions versions
