User Story: Station Bot manufacturing feature enablement

User Story

As a guild owner or guild admin, I need to control whether the manufacturing feature is enabled for my guild so that I can turn the workflow on or off from Station and understand when a global runtime gate overrides it.

Definition of Done

• Station exposes manufacturingEnabled
• Effective-state handling for global runtime disablement is supported
• Save/reload and validation flows are covered by tests
• pnpm typecheck passes

Acceptance Criteria

• A guild admin can enable or disable manufacturing for their guild from Station
• The saved value persists on reload
• If manufacturing is globally disabled upstream, the UI shows that the guild setting is overridden

Technical Elaboration

This ticket covers the guild-scoped manufacturing feature flag only. It is separate from Discord wiring, limits, content, and keepalive scheduling.

Design Elaboration

This control should make the distinction between disabled for this guild and disabled globally obvious.
