User is not auto suggested

For some reason sometimes some user are not shown in the user suggestion list when @ someone.

The autocomplete isn’t perfect, we just use a list of mentionable users for the repo. It won’t search for any GitHub user.

What is the definition of mentionable users? Joshdholtz is the core contributor of that repo.
