Allow for bandwidth over provisioning on Azure ports

Azure ports should allow for 4x over provisioning of bandwidth. OESS instead responds with:

Failed to provision L3VPN - Cannot find a valid interface for crossconection-washington-DC
```

I was unable to determine where the bandwidth validation logic exists (or should exist). I suspect this issue is a regression of an earlier change request.
