Stage Data

As a final step, the stagecoach must stage the data
for the end user. This will involve getting the manifest's
details, creating the necessary directories, and
shipping the data to that location. There are a few ways
we can want to accommodate this:

1. On FASRC, symlink dataset
2. On FASRC, copy dataset (not recommended)
3. Globus transfer the dataset to the end user's Globus
   endpoint, and then symlink it to the right location
4. Harvard dataverse fetch the dataset, and then symlink
   it to the right location
