Agent Platform Studio always shows "Draft" label — is this expected behavior?

Environment

• Vertex AI Agent Builder (Agent Platform Studio) — multi-agent visual builder

Observation

I have two environments:

Environment	Button	Draft label
Environment A	Deploy (1 agent only) / Update (other 6 agents)	Hidden on 1 agent only, shown on the other 6
Environment B	Update	Always shown

Both environments work correctly when called via API.

Questions

1. Is the "Draft" label expected to always appear in Agent Platform Studio?
2. What is the difference between the "Deploy" button and the "Update" button?
3. Is there any way to remove the "Draft" label?

What we tried

• Pressed the "Update" button in Environment B → Draft label did not disappear
• Found a "Save" button near the cloud icon in Environment A → pressing it changed the button to
  "Deployed", but after reloading the page, it reverted back to Draft

Any insight would be appreciated.
