Add provision for labels

• in core (Enable Labels in Container Config #750)
• in docker context generator
• in plugins (user configurable)
  • gradle (Add labels to gradle config #866)
  • maven ( Add labels to maven config #867)
• with passthrough (Passthrough labels from base image #804)
• set jib builder labels this is not covered.

@GoogleContainerTools/java-tools does anyone want to pick this up, I'm a little short on time.

We would be exposing a way for users to add labels to their builds.
