TECH-1059: drafts are visible for reviewrs in report list

Changes:

• logged user "Reviewer" can now see drafts in forms list on the main page
• application can handle uncompleted forms and display it without breaking

How was it tested:

1. Draft form was created and after each update there was a test if application will handle this kind of uncompleted object. No issue occurred:
