What:
Adds a generic Plank Block and populates that block with a Rubber Wood Planks.
A generic version was added in case we decide to add more planks later.
How solved:
Creates a new Planks Block and populates the block with a rubber wood variant.
Outcome:
Adds Rubber Wood Planks and basis for other planks
