What:
Fixes a crash with the fusion reactor when attempting to form it with incorrect tier energy input hatches. This was done super restrictively by limiting to UV energy inputs to mimic the behavior of before the higher tier energy inputs were introduced, and also because the fusion reactor should only be able to use LuV, ZPM, and UV energy inputs to count towards its total energy pool
