Does this fix the issue with mining speed on other tools, such as wenches |

There was no issue, or at least no fixable issue with the mining speed on any tools, although certain tools do have such high mining speeds that small differences in the speed legitimately cannot be detected by the game. Besides, that would be a little bit out of the scope of this PR. |

What:
Generally, GTCE has not had good tools for mining ore veins particularly quickly, other than the jackhammer, which was itself gated rather lately.
How solved:
This particular PR fixes that in two ways:
It adds Mining Hammers, which replace the functionality of jackhammers (which have been deleted due to a lack of use). These are rather expensive, and also require blocks, placing their recipes in the Steam Era.
It also adds the drill progression from Impact, which allows drills to be configured to mine in cubes from 3x3x3, to 9x9x9 for the highest tiers. Notably, this also adds EV and IV power units. Furthermore, every power unit has been buffed slightly, as the material tier has been pushed down by one, so that these tools are more accessible to early-game players.

As stated earlier, this moves down the materials in ToolRecipeHandler.java down by a tier, in this fashion:
LV: Stainless Steel -> Aluminium
MV: Titanium -> Stainless Steel
HV: Tungstensteel -> Titanium
EV: Tungstensteel
IV: HSS-S (also adds an HSS-S small gear in the process)
