The CI workflows need refactoring

The CI workflows have grown to such an extant that it is necessary to redesign/refactor how they are being called. Many workflows are just copied and a few settings changed. Some workflows hardcoded compiler settings, and others use different runners then the latest.
Need to review and implement a design that will work for the near future which will allow a deterministic approach to CI
