Addressed in commit 64da3a11.

I investigated the failing Vitest job and fixed the two failing checks by:

  • adding the mandatory 100-file guard language in .github/prompts/07-commit-and-pr.md (including strict budget/overflow wording expected by tests)
  • setting max-patch-files: 100 across all news-*.md workflows (and aligned related text in news-translate.md)

Validation:

  • npx vitest run tests/pr-file-budget.test.ts ✅
  • npm test ✅
