We needed to run
locale-gen en_USorlocale-gen fr_FRto have the https://github.com/northdpole/gettextTest_php working.It currently looks like the initialization of the Smarty gettext plugin is missing: https://github.com/smarty-gettext/smarty-gettext#functionlocalephp
