tests/harness/README.md (434 lines) — internal contributor doc covering the harness's place in PLAN §10's tier model, quick-start, status vocabulary (pass/fail/skip/deferred), JSON schema, how to add rows, how to add tiers, opt-in flags, troubleshooting, and the schema-bump policy. Sketches CI integration but harness stays out of the PR-merge gate by design — it's a real-host contributor smoke loop, not CI. PLAN.md §10 — new "Harness (δ, local end-to-end smoke)" subsection that points at the README + FINDINGS.md and explains where δ fits relative to α (unit) / β (integration) / γ (Playwright) / release-test (LXC). tests/harness/FINDINGS.md already shipped via PR #16 (the harness landing) and carries 9 catalogued findings with file:line cites — kept unchanged here.
