Initial public release of Moonstripe, a classic Winstripe-inspired complete theme for Pale Moon.

Moonstripe is continued from the abandoned Winstripe Moon theme and includes additional Pale Moon compatibility work, UI fixes, icon updates, release cleanup, and updated credits/licensing documentation.
