Cleanup Preview Action still cannot cleanup the relative GH Environment

The preview workflow has a job when the PR closes to clean up the deployment and relative GitHub environment. On a recent run for pr #425 , it failed to delete the GitHub environment: https://github.com/HarperFast/documentation/actions/runs/21219868815/job/61051413755

Could not delete environment pr-425: Resource not accessible by integration

Need to take another look at the cleanup job.
