feat: Add project description tooltip on hover

Description:
Currently, users can't quickly understand what each project does. We need to add a description tooltip that appears when hovering over project cards.

Technical Requirements:

• Add description field to project data structure
• Implement hover tooltip component
• Show project description in tooltip on mouse hover
• Support both English and Chinese descriptions

UI/UX:

• Tooltip should appear after a short delay
• Smooth animation for better user experience
• Clear, readable text formatting
