Read only mode and disabling User registration isn't working

Description

I have set in the instance setting thes "read only mode" and "disabling User registration" option to on, but it doesn't have any effect.

Thank you for reporting. That is unfortunate!

It is working, but the buttons are still there. Also, if you try to sign in, you do not get the error message that it is not allowed anymore.

However, it would be great to remove the UI parts, and also display the error message if you try to sign up.
