Add new puter cli

• new cli with workers and sites deployment
• includes list, get, delete command
• auth via web login or token (automation)
• using latest batch upload for fast uploads

note:

• marking it as beta for now, with these known limitations
• we should have versioning with sites, but puter.fs.mkdir dedupeName is broken right now
• for workers, there's no way to know whether it is deployed yet (workers don't have the API to do this yet)
  • i think we have to listen to some events or something
• there are lots of noises from flushed cache and delete cache

most of the issue are upstream, otherwise this is pretty usable
