[codex] promo website deployment and content refresh

What changed

• Added a dedicated .promo_web Next.js site for BrokenOps.
• Wired GitHub Pages deployment through GitHub Actions.
• Switched the recent-labs section to use lab-folder commit history rather than PR polling.
• Added release and contributor fetching, metadata, favicons, and updated site content/layout.

Why

• The previous promo-site logic did not reflect how labs are actually added.
• The site needed a proper static build path for GitHub Pages and cleaner branding.

Validation

• npm run build in .promo_web
• Static export verified from the generated out/ site

Notes

• The workflow is set to deploy from Actions on pushes to main that touch .promo_web/**.
• The site uses the repo path base needed for GitHub Pages under /BrokenOps.
