The at-vote proposal is not visible

Technically this should not be a problem given that all IFVs should be written by the time a proposal goes out. However, it may be nice to add functionality regarding it. If so, the resolution shard of the WA API can be used to fetch this data.

Work has gone towards this in commit 39e21e7, although admittedly at a very early stage. Key questions are:

• Is there a way to implement this so that resolutions and proposals use the same table without degrading existing functionality?
• What is the API's return value if there is no proposal?
