Historia Local Web Application - v1.2

Our next release of the Historia Local Web Application to maintain the decentralized nature of the Historia Network project.

This release allows to create proposals or records, in addition to the previous versions of viewing and voting on proposals and records.

This requires Historia Core Client v0.17.0.3 found here: https://github.com/HistoriaOffical/historia/releases/tag/0.17.0.3
